The 2 WAKEUP alerts 1979 and 1980 which refer to the same event/outburst were generated because positions computed by 2 different IBAS monitors were off from each other by more than the threshold. Similar problem was for GRB040422 (ibas alerts 1756/1757/1758). Threshold was increased so that the problem should not occur again. On the side note, OMC recommanding was generated for this event (and subsequently uploaded to the S/C)
